A good portion of people are still too brainwashed to accept this news from Trump directly. It has to come from the military, this has to look like he had nothing to do with it.

The idea is that it has always been a military op. Trump is actually not the leader, just the most important player. He's the lead actor and critical to the operation, and a leader himself, but not the leader of this plan.
We'll see what happens, but it makes sense.
