Just throwing this out there. There are 3 cuts, the math on spacing is 17...I bet 76 is somewhere in the whole clip somewhere. Which leads me to think the 1776 report, section 3. I am not a genius by any means, just throwing out ideas for smarter people to decipher.
Also the flag on right side, if i counted well, had 17 starts ( left one like 18 or 19 )
