That's a non-starter narrative. I'm no expert, but from what I understand, it's normal operating procedure to not have a magazine in your weapon when you are on standby.
This is unprecedented, so it completely depends on the ROE and SOP's currently. In country (iraq, afghanistan etc.) It can vary from no ammo, empty mags, mags with ammo but out of weapon, or locked and loaded.

We have deployed here in MN with ammo. that's where ROE comes into play. On patrol, maintaining security, getting charged by antqueefa? yeah light them up if unavoidable harm is eminent. I will correct one mis-type, commanders will not deploy soldier in full kit and hand out empty mags. the mags will be on the soldier,or near the soldier, perhaps not in the weapon but accessible. NG or regular army, doesn't matter it comes down to the decisions of the battlefield commanders. Spent a decade between the two.
To be honest, it sounds ridiculous to have a National Guard that isn't armed, I mean what's the point? If they were attacked by a real enemy (even Antifa deciding to get serious and come armed) if they can't defend themselves let alone the target they are supposedly protecting what use are they?
Honestly don't understand it. It's like they have been deliberately prevented from doing their job and left vulnerable to attack.
If everyone knows they aren't armed they wouldn't see them as a deterrent. I heard that the ones in D.C. have been authorized for lethal force, is that true or just more fake news?

NG deployments in CONUS, they NEVER have ammo nor mags.
Go read up on the LA Riots; NG deployed with either NO ammo or literally like 6 rounds each.
I do not know exactly the reasoning / WHY, but NG practically NEVER is deployed with ammo, ESPECIALLY not stateside.
MAYBE overseas would be different.
