The fence makes more sense, and the removal of artifacts, if the new Whitehouse and Capitol are relocating outside the rot of DC.

DC is literally a Demonic City. There will be a temporary capitol until a new one will be located and constructed.

Then DC must be razed to the ground and rebuilt as something else.
