He signed something that says he wants America to be able to show it can protect itself from an EMP attack. He wanted America to be protected. Nowhere does it say he is going to attack the states. If we do get attacked, we will know if this order had helped save our infrastructure or not. The 666 you mentioned applies to nothing. And your "implication" of this order is just wrong.
