Section 1. Revocation. Executive Order 13770 of January 28, 2017, “Ethics Commitments by Executive Branch Appointees,” is hereby revoked, effective at noon January 20, 2021. Employees and former employees subject to the commitments in Executive Order 13770 will not be subject to those commitments after noon January 20, 2021.
Let me explain something about this order : It superseded Executive Order 13490, put in place by OBAMA.
So Trump put in his own order, to supersede Obama's. Then he revoked his own EO.
It is a legal and clever way of undoing EO's. That is what this order is about.
Don't read into the order too much, as it was merely a carry over of Obama's, which is now revoked in whole and not part.

Yeah, basically. He carried over the order. Made it his own. Then revoked it. It's legal to revoke your own EO's.
It's also legal to revoke previous EOs. EOs only last for as long as they are not revoked by an active President.
Except in certain cases. It's in the clauses. EO's are easy to be undone, unless they aren't.
Trump could not revoke EOs related to DACA for example - SCOTUS ruled.
