Why even set the time and date on the EO? Why not just say "effective immediately"? What's the point of making people wait 12 hours for an EO to go into effect?

Came out at midnight, inauguration is noon. His staff wouldn’t be able to work for him or in a similar role bc they’d be breaching contract? I’m half asleep but that’s how I’m reading it.
