The Commander of the National Guard actually said there were 65,000 NG around the country. Then he said he was in DC. There are 25,000 in DC.

There are heavy DS infestations in Virginia and Maryland as well. They may be staging enough troops in DC to also use it as a logistics/transport/marshalling hub for bordering AOs.
