Yes, but how and who swore them as president on Jan 11th, and under which laws?
Sure. Let's imagine he had irrefutable proof that the election was stolen etc. But he still wouldn't be "certified" as president-elect. Under which law would he swear a second term?

Wasn't there a deadline for using that EO? I remember it was near december.

If I recall correctly, Ratcliffe missed the deadline.
