Here's what the Boeing C32A is commissioned to do "providing transportation for U.S. leaders to locations around the world. The primary users are the VP (we know it's not him) the First Lady (not supposed to be her right now) and the SOS (could be Pompeo) "Anyone else flying in it has to be authorized by the President.

Here's the good part: "The C32A since it's debut, has also served as AF1 in place of the larger VC25A to airports that cannot accommodate the Boeing 747-based jumbo jet"
