Trump was able to make a little progress with sex trafficking, arresting Epstein, Maxwell, Reniere and many more. But as for political criminals, he just couldn't get it done. At least they woke up a large number of people to some darker realities. When things get bad enough sane people remove the psychopaths from government. Though it usually gets very ugly before people reach that point like in Nazi Germany.
