They were just drops that contained interesting info/intel & people started to analyze. The only goal posts set were by people trying to figure it out.

Also, I would hardly expect anything happening at that level to be done publicly or spelled out for everybody to see. The enemy knows whatever the public knows, so that's just stupid.
