Those circles are called being "on station" not unusual
Refuelers either are on a "stick" (long line that they follow back and forth) or a "station" (generally circles or long oval patterns) depending on other aircraft in the area that need refueling.
There have been a lot of refuelers up that is for sure.
Many fighters and "other" aircraft that don't want to be seen.
