no only Washington DC is apparently since 1871. I've never researched it, but it would not surprise me we were sold out that far back.
The 50 states comprise the Union, or in other words the Republic. Each State is granted power via the 10th amendment. Since the Union won the Civil War and due to the righteous 13th/14th/15th amendments their power has been restricted per the dictates of those amendments and any public law that enforces them.
The INC. part does not apply to the 50 states.
