People aren't realizing that this was marked as <administrative leave>

Definition: Administrative leave (also referred to as “excused absence”) is an administratively authorized absence from duty without loss of pay or charge to leave.

Is this description not aligned with the thinking that an EO transferred control of key positions to FEMA & Military (?) in handing over temporary power?
