In the same DOD law of war manual which talks about the end of occupation under 11.3, look at what 11.4 says:
"11.4 LEGAL POSITION OF THE OCCUPYING POWER Military occupation of enemy territory involves a complicated, trilateral set of legal relations between the Occupying Power, the temporarily ousted sovereign authority, and the inhabitants of occupied territory.92 The fact of occupation gives the Occupying Power the right to govern enemy territory temporarily, but does not transfer sovereignty over occupied territory to the Occupying Power."
Oh man. I just got the tingles. Something still just feels off about this whole situation.
Q post reads like it’s talking about dates, not military code sections. Quote “ On POTUS’ order, we have initiated certain fail-safes that shall safeguard the public from the primary fallout which is slated to occur 11.3 upon the arrest announcement of Mr. Podesta (actionable 11.4).
This is referring to dates! Not code sections like X22 thinks.
Nope. It's referencing when the Occupiers don't uphold the duties of the Occupying Party.

Interesting you should say this ....
It is actually backwards from what we have been thinking. We though them were dates, but could never reconcile this factually.
Yet, when one considers them to be related to the DOD manual 11.3 and 11.4 it starts to make sense.
But perhaps you handle gives you away ...
