If good guys prevented rigging in the 2016 election, why didn't they prevent it in 2020. Was that level of fraud and vote theft ALLOWED to happen?

My guess would be yes it was allowed... the only way to snare them was to allow all this to go down and then let people see it with their own eyes... the great awakening. People need to be woken up slowly.
