Not saying this is not possible, but if DC is now a foreign nation from the rest of the USA... how are state congressmen approving cabinet members etc?

If any of this was true, state congressmen would have no authority to approve cabinet of say the Secretary of State of a foreign nation.

To me it doesnt add up. Thoughts?
