Actions aren't legally binding. They are more like saying "I intend for this to be done" but no one actually has to do it.

Based on that, I'd assume that executive actions are easier to overturn than executive orders.
I assumed each President had their own terminology..
Bush : Signing statements
Obama : Executive actions
Trump : Executive orders
Biden : Same as Obama, because according to Obama's interview with Colbert, he'll be in the basement running things.

He is signing blank pages. He can call them whatever he wants.
Neither EO's, nor EA's have any binding effect on individual citizens. They only impact federal government employees and agencies.
The Executive Branch has no legislative power.
Maybe that’s what China Joe calls them in the DCPZ.
