So from just briefly looking at the tweet, what I gather is that they're claiming that Joe Biden is not actually in the WH. Given that there was a vehicle out the window from where biden was sitting......It makes sense, really, because where the real oval office is located, you shouldn't see any vehicles....there's no road or anything.
