Ah, so it's the eyes we are looking at. Looks like over-compression for the clip, blurring the transition in the eyes. Or someone's just screwing around with a virtual sharpie ...

Well these days people watch stuff live streaming over their cellular connections, etc, and typically the compression algorithms get pretty aggressive when bandwidth is low. I bet it looks normal on a good quality HD TV!
