I think a lot of it has to do with what online communities pick up on a video. For example, a Biden video posted here - even without the intention to perform a downvote "cyber attack" - will get many views from places like here, /pol/, donald.win etc. So it naturally accrues downvotes.
Then you get a video like this https://www.youtube.com/watch?v=OXPTcvJ_TX4 the liberal sheep like it for whatever retarded reason (probably because of how much he is promoting thought policing in his speech), so they share it around with each other, and it has a good ratio.
It's just a law of the internet that if you see something, you're more likely to be seeing it because people like you are sharing it, than to be seeing it because people unlike you are sharing it.
