It doesn't say it's effective FROM Jan 21, but it has been in effect *during *Jan 21, so could have been enacted anytime prior to that. It appears that it is currently in effect, in some capacity. Could this be related to the Stafford Act? I'm not 100% on my law about that one off the top of my head. If it codifies into this.
The "Other 3 states" part is time-appropriate amendments to the act, to specify them to a specific locale, ie, "Ex. Ord. No. 11111. Assistance for Removal of Obstructions of Justice and Suppression of Unlawful Combinations Within the State of Alabama"
These are specific executive orders that were created at the time they were used, to specify where and what :

Enacted by Eisenhower in 1957.
What it means for current, I do not know.
