The Avenue in the Rain is a 1917 oil painting by the American Impressionist painter Childe Hassam. It depicts Fifth Avenue in New York City in the rain, draped with US flags. The painting is one of six works by Hassam in the permanent art collection of the White House in Washington DC.
Clinton and Obama had this hanging in the Oval Office during their terms it seems. Biden may just be following suit. The Independence Day set was a replica of the Clinton Oval Office, considering the movie's release date.
So, it could be a set, or a fake oval office. But it could be real as well. Inconclusive is my take. If it's fake, it could also be a security measure to protect Biden. I'm not trying to rain on anybody's parade, but I thought this was worth digging into for some hopium.
Most of Trump Oval Office photos have Andrew Jackson painting hanging there, but this photo shows the painting was still in the White House after Clinton and Obama so it doesn't exactly seem to be proof of a movie set.
That painting is on the wall during the Clinton Presidency:

There is also a replica of the Oval Office in the Clinton Presidential Library that looks just like this, with the same painting on the wall too:

you think they changed the carpet on day 1?
Found a photo of Trump Oval Office with the same painting, albeit on the opposite wall.

That picture was in oval office during Obama, Clinton, Kennedy, and Trump.
