If the wording is accurate on that site, the IA would have been declared prior to Jan 21, since it is, as you correctly say ongoing.

I wonder though, did Trump's ED State of Emergency and Stafford/Storm trigger any of this? Just wondering if it's a amendment to something related to the Emergency Declaration.
