OP's photo did not show a "parking lot" or "vehicles parked and facing that window." It showed a dump truck parked on the drive outside the window. Here's an image of Trump signing an order. There is a truck parked in the very same spot.
There are videos of Trump signing orders that show vehicles outside the window. Of course all of those are ignored.
