Normally they'd be passed from Trump to Biden on inauguration. But Trump left for Florida while still the sitting president, so he had to have the codes with him. Supposedly once Biden was sworn in, Trump's codes would no longer be valid, and Biden would get his. Did that happen? Who knows.
