Not sure. It's possible they prerecorded the inauguration, maybe during one of those cancelled rehearsals, maybe they used sets maybe not. It's possible green screen could be used for window backgrounds. I've never seen a president reuse a former president's carpet.
Sadly, Biden's pic shows literally the same trees outside the windows as Trump's pic.
