March 4 was the inauguration date in the constitution until the XX amendment (changing the date to Jan 20). There are some that question the constitutionality of the Jan 20 date. It appears to have been changed specifically to reduce the amount of time available to demonstrate election fraud. This was during the time of FDR, roughly speaking.
