the corporate espionage/intelligence structure is built with people like him and companies like spacex. they recruit good innovative Americans to their corporations with better pay (I know people that have chosen private sector rather than go into govt job bc money and the high stakes of working for govt) then steal their ideas and sell them back to the govt on corrupt defense contracts. now they own the tech, have sec clearance, and leverage on our govt's defense apparatus.
