He’s saying that you have to take care of the cure (meaning eradicate the covid problem) otherwise the problem will become worse no matter what (like he said in the debate - you can’t fix the economy until you fix the covid crisis).

Obviously this is absolutely bonkers, but let’s not pretend what he’s saying didn’t make sense.
