Other than him saying General Flynn paid for this, do we have any other evidence that proves he did?
With that being said, General Flynn getting him a painting and General Flynn saying he is a credible source are 2 completely different things. I have friends that I have given gifts but that doesn't mean I take their information as credible.
Now, it would show that he has access to General Flynn, which, if Flynn was giving him information would be interesting. But sources are graded on a scale. If you provide information that is not verifiable, then you can not assume the information is credible. If that same source also provides information that is blatantly false and batshit crazy like say for instance, they claim they fuck aliens and their parents are aliens...Then you have to take ALL the information they provide that can not be verified by other sources and either deem it as likely untrue, or untrue. Not the other way around. You can not assume his information is correct without corroborating evidence.
wondering why, at this critical time, when Flynn has barely had time to blink since his 4 year persecution, during which he was also helping other investigations, but had a legal defense fund, had to sell his house, had at least one new grandchild, and people are sending him stuff like Charlie Daniels gifting Flynn with an autographed fiddle(sorry it's FB but it's Don Jrs post) would Flynn be commissioning any artist to paint a portrait.... of the artist?!? not his wife? family? Trump? hello?
Not of the artist, the claim being made is that Flynn commissioned his artist to paint a picture of Simon Parkes, for some reason. The Doug Billings tweet below says that the picture was painted by Flynn's artist and that Simon loved it, but doesn't mention anything about Flynn commissioning it. Seems like it would?

you're just playing a game of Simon says.
Brilliant kill shot ending!

"This print was created by 'The Commander's Artist' - the personal artist of General Michael Flynn. Simon absolutely LOVED it!"
There's a "Commissioned" page on the artist's site but the Parkes one isn't on it.
