This page is specific to the Insurrection Act. At the top middle of the page, it says "current". If you click on that and pick a previous option/date, it says the same thing about the Insurrection Act, because this page is "about" the Insurrection Act.
Yeah it's a bit misleading, all it means is that the law is on the books but doesn't necessarily mean that it's in force at this time.
It says "Text contains those laws in effect on January 21, 2021" on every law within the United States Code.
