Washington DC was incorporated as a municipality in 1871, but not by the 'founding fathers', who were generally dead at this point in time. It was established as a US municipal corporation in 1871. Nothing about Vatican or London sovereignty or "ownership" (which itself is a bizarre claim; municipal corporations don't have "owners" in the first place).
