Is the lottery another Cabal scheme?

I’ve always wondered this and wouldn’t be surprised. The winners often end up “dead” or “broke”. I don’t buy it, and I think they somehow rig it fro themselves. Thoughts?

After watching McMillions I wouldn't be surprised to find out the lottery is. I mean, that was a fast food chain game with a $1m prize... This is a state level pool of hundreds of millions! They're not letting that money go to average Joe and Jane
