This is exactly how Stalin and Hitler were able to advance their crazy and evil actions. They didn't start off rounding up, imprisoning, and murdering their people or any other people they targeted. It was progressed little by little until they were completely in charge.

How? Because most people either didn't see the danger, or refused to see it. By the time it became so outrageous that even they started to balk, it was too late.
