It probably started innocently. A safe place to evacuate the President during an invasion to a nice Hurricane Shelter to a way to travel from building to building in bad weather to a secret place for people to meet and now maybe Feinstein will get to show off that "jail" down there mentioned around the time of Kavanaugh. Turn the whole damn compound into a Memorial imo.
