Who installed the Biden clone and Clinton clone?

So I'm aware of evidence that Biden has a clone and Hillary Clinton has a clone. But I'm now confused as to who installed the clone. Is it the White Hat? Or the Black Hat?

White Hat Installed : Real Biden is arrested, and white hat put a clone in. Black Hat Installed : Black Hat installed and used a clone for theatrical purpose. What's the theory here? Anyone?

idk, but if White Hats installed cloned Biden, can you imagine how funny the end will be for all of us...? Can you imagine if we found out Trump was communicating with Cloned Biden the whole time...
