Who installed the Biden clone and Clinton clone?

So I'm aware of evidence that Biden has a clone and Hillary Clinton has a clone. But I'm now confused as to who installed the clone. Is it the White Hat? Or the Black Hat?

White Hat Installed : Real Biden is arrested, and white hat put a clone in. Black Hat Installed : Black Hat installed and used a clone for theatrical purpose. What's the theory here? Anyone?

OK... I meant "Body Double".... I wasn't as specific/accurate as you. But regardless of whether it's "clone" or "body double", my question remains.
