Who installed the Biden clone and Clinton clone?

So I'm aware of evidence that Biden has a clone and Hillary Clinton has a clone. But I'm now confused as to who installed the clone. Is it the White Hat? Or the Black Hat?

White Hat Installed : Real Biden is arrested, and white hat put a clone in. Black Hat Installed : Black Hat installed and used a clone for theatrical purpose. What's the theory here? Anyone?

Public figures using body doubles like HRC did to fool the public should be illegal and called out. In Biden's case, he is not the one using the body double . . .
