This is VLC Media player. Basically if I had to guess they missed a few seconds trying to crop 2 pre-recorded videos together. If this was TV there would be no need for VLC Media player to be used. Unreal

Edit: I have a degree in computer science and almost 20 years experience. I’ve used this software a lot for playing videos of different formats.
