That woman being his wife doesn't alter the fact that he appears to be handcuffed and she appears to be guiding him. It is entirely possible that this is a stealth arrest that is being conducted in plain sight. Blunt may have been given the luxury of being led out by his wife as part of protecting the covert nature of the operation.
