A couple of weeks ago there was talk of some chain of command protocol - "Prometheus protocol" or something like that, that said that when in a chaotic situation and it was unclear as to whether or not the command had changed, that the protocol says that command remains with the preceding officer until the fog of war has cleared and everything is sorted out. I have no idea if this is a real thing, but I read about it before the inauguration. Can any military people confirm?
