Coast Guard on the way to a rescue is like firemen. I'm pretty sure a lot of rules like flight restrictions can be overridden or don't apply. I'm just guessing but I find it hard to believe they would allow some swimmer/flipped over boat crew to drown because of a TFR. That said I'm sure there is a procedure to deal with that.
I love plane things, but I'm not great at it and restricted air space is one of my absolute blind spots. If it's looking for a downed airplane, as another user pointed out, would that give them the ability to go into a 'no-fly-zone' that surrounds Trump's residence?
