It's usually up at the commander's discretion or if you're an officer, you can usually get away with whatever as long as topguy likes you.
So the decision was probably his to wear it. Since he decided to be a pansy, his standard issue would not have fit the occasion as that black trench coat is not very ceremonial. Hence the use of the CBO (under which you do not wear ASU coat).
