He looks like DS to me-- his resume includes "transforming and elevating USCYBERCOM" which hints of his being involved in Hammer/Scorecard. He was replaced in that capacity in May 2018 and retired on June 1, 2018....and then Trump signed the EO regarding election interference in September 2018.

He smells like a traitor to me.
