Where are people getting this? Multiple sights said 10 and on the website I believe that even had 10

Here's what's odd;

I KNOW I also saw "17 EO's" talked about but can't find now....other than for sure what I know was a tweet, but no real sauce.
I'm only finding reference now to 15, BUT; as I pointed out above; if that link I posted is in fact the correct Federal Register, they only have 9 listed as of 1/25/2021, 3:47PM EST.
