I can't say who this is, but I can tell you there is no fucking way a top military officer would not be in full dress for this event.

He is in full dress. he’s wearing his peacoat with the white scarf. Peacoat does not have medals on them.

The Navy has a white scarf that they wrap over the blouse that is supposed cover the area where the peacoat is not overlapped. I’m pretty certain he’s Navy!
