The CIA was a good idea on paper in the beginning. Truman wanted a place where he could see everything in one spot. He wanted our intelligence operations streamlined, intuitive, mobile, and structurally integrative across all intelligence agencies, including any military intelligence.
Truman regretted his decision because he never wanted the CIA to be some clandestine organization that toppled governments, assassinated heads of state, and many of the other horrific things they did with money even Congress couldn't see.
The CIA (Catholics In Action) brought all their clandestine operations back to America in about 15 years to pull of one of the biggest crimes in history: The assassination of Catholic John F Kennedy. Why? Because he wasn't taking orders from his own Church the Vatican. Believe it.
