I don't think so. Salman was down the street gambling. Saw security cam footage of guards escorting him back out of hotel when he tried to reenter. Dude was wearing shorts, t-shirt, and Crocs. Typical Vegas. Fuel storage shots may have been them trying to get explosion to cover escape. I heard when that didn't work, the tried to create max pandemonium with body count.
